Education and Science (Angela Van Dam, SC-ES@parliament.govt.nz)

The committee did not meet this week due to urgency in the House, and will not meet again. A new committee will be established in the next Parliament. Business carried over to the 47th Parliament includes three bills, five Estimates of Appropriations and three petitions.

The National Library of New Zealand (Te Puna Matauranga O Aotearoa) Bill remains open for submissions. The Office of the Clerk of the House will receive submissions until the new Parliament sits. The meeting scheduled for this week was cancelled due to urgency.

Justice and Electoral (Tracey Rayner, SC-JE@parliament.govt.nz)

The committee did not meet this week. It had planned to meet next on 19 June, but due to the early election Parliament is expected to dissolve on 18 June. The final Justice and Electoral committee meeting for the 46th Parliament was on 29 May.

Law and Order (Tracey Rayner, SC-LO@parliament.govt.nz)

The committee last met on Thursday, 30 May. The committee had scheduled its next meeting for Thursday, 13 June and had arranged to conduct hearings of evidence on the 2002/03 Estimates for Vote Corrections, Vote Courts and Vote Police and to further consider the Land Transport (Street and Illegal Drag Racing) Amendment Bill and the Marshall petition. However, the meeting was cancelled because the House was sitting under urgency. No further meetings are planned before Parliament is dissolved.

Primary Production (Bob Bunch, SC-PP@parliament.govt.nz)

The committee met for the last time in the 46th Parliament on Wednesday, 12 June. It considered the Animal Products Amendment Bill and its inquiry into sustainable forest management. Following the meeting, the committee reported on the Animal Products Amendment Bill.

The committee wishes to thank all those who have contributed to the committee’s work through making submissions, giving oral evidence and providing advice.

Regulations Review (Andrew Fieldsend, SC-RR@parliament.govt.nz)

The committee had its final meeting on Wednesday morning. It considered recent regulations, two draft regulations, and made progress on the investigation into the Local Electoral Act Commencement Order 2001 and on the investigation and complaints relating to civil court fees regulations.

The committee has presented its report on a complaint relating to the Land Transport (Driver Licensing and Driver Testing Fees) Amendment Regulations 2001 (I.16K). The complaint was lodged by the Bus and Coach Association of New Zealand, which was concerned that drivers of passenger vehicles who hold P endorsements are required to pay for costs relating to the enforcement of their licences. The complainant argued that this was in breach of the grounds for drawing special attention to regulations under the Standing Orders of the House.

After hearing evidence and taking advice from the Auditor-General, the committee concluded that the regulations did not breach the Standing Order grounds raised by the complainant.

Transport and Industrial Relations (Lyn Main, SC-TI@parliament.govt.nz)

The meeting planned for this week was cancelled due to the House being in urgency. Bills and petitions currently before the committee will be carried over to the next Parliament.

Closing dates for submissions

Committees are receiving submissions on the following items with the closing dates shown below. These dates will have no particular effect after Parliament has been dissolved. However, the Office of the Clerk of the House will receive submissions on the items below and will give them to the new committees once they have been established. It will be up to those committees to decided whether to set new closing dates for submissions.

Unfinished committee business

All the bills before committees at the time of Parliament’s dissolution will be reinstated as business before the committees established for the 47th Parliament.

All petitions before committees that were presented during the 46th Parliament will be reinstated as business before the committees established for the 47th Parliament. Petitions presented earlier have not been carried forward and, therefore, will lapse with the dissolution.

Inquiries initiated by committees all lapse with the dissolution. However, the new committees may well decide to reinstate these and continue what the previous committee was unable to complete.
