Health Minister announces DHB deputy chairs and appointed board members
Health Minister Annette King today announced the names of deputy chairs for the 21 district health boards, and the names of appointees to each board.
Seven members of each board were elected in the first district health board elections on October 13. Mrs King, who is able to appoint up to four extra members to each board, announced the board chairs on November 12.
Mrs King said today the task of appointing the extra board members had been made more difficult because of the calibre of individuals who were available. “There have just been so many good people who want to get involved in the new DHB system.
“The first job was to analyse thoroughly the skill and experience of the seven elected members of each board so that I could determine those skills and backgrounds that might be missing from each board.
“It was also necessary to consult widely over the appointments of Maori representatives on the boards where Maori had not been elected. (NB: Under the New Zealand Public Health and Disability Act there must be two Maori, elected or appointed, on each board).
“The disappointment for me is that I have not been able to choose some people who could also have made an excellent contribution to health, but I am confident that there is a good mix of skills, including health, finance and governance, on each board.”
Mrs King said that while she had appointed most chairs of the boards, generally to give continuity of experience, she was delighted that most deputy chairs were elected members.
A list of board members and deputy chairs is attached. NB: One appointment still has to be made to each of the Counties-Manukau, Tairawhiti, Taranaki and Waikato boards. Mrs King said consultation, assessments and interviews were continuing in each case, and the appointments would be announced by February.

LIST OF APPOINTED MEMBERS FOR EACH DHB
Northland
Ms Druis Barrett: Ms Barrett is a current board member and a past president of the Maori Women’s Welfare League. She has been a member of a number of national committees and enquiries including the Gisborne Cervical Screening Enquiry.
Dr Shane Reti: Dr Reti is a current board member, a GP, and an expert advisor to the Health and Disability Commission.
Mr Kevin Robinson: Mr Robinson is a current board member and a former director of Northland Health.
Waitemata
Mr Michael Cohen: Mr Cohen is a current board member, a chartered accountant and has been a director of private investment and property companies. He is on the Devonport Community Board and has some previous involvement in primary health overseas.
Ms Everdina Fuli: Ms Fuli is a current board member with governance and health sector skills from her role as Director of Research at Te Whanau O Waipareira Trust.
Ms Aroha Hudson: Ms Hudson is a chartered accountant and a director of Awhi Health Ltd. Ms Hudson is a member of the Auckland Region Economic Development Strategy Group.
Auckland
Mr John Retimana: Mr Retimana has managed several hotels and is now the assistant area manager in Auckland for Statistics New Zealand. He has been involved in whanau ventures including a textile venture for Te Runanga o Ngati Whatua source market.
Ms Vicki Salmon: Ms Salmon is a strategic consultant and chartered accountant.
Dr Rees Tapsell: Dr Tapsell is a psychiatrist and has extensive knowledge and experience in Maori health.
Counties Manukau
Ms Maxine Moana-Tuwhangai: Ms Moana-Tuwhangai is an accountant with strong iwi links in the Counties Manukau region.
Dr Juliet Walker: Dr Walker is a GP and on the Board of Directors for South Seas Health, is a current member of Auckland Medico Legal Society and the Community Support Group for Pacific Womens Health Project.
Waikato
Mr Michael Ludbrook: Mr Ludbrook is a management consultant in the health sector and has held many directorships. Mr Ludbrook has extensive experience in health management.
Mr Wayne McLean: Mr McLean is a current member of Counties Manukau DHB. He is an experienced health service manager and will provide the board with expertise in Maori health and broader health issues.
Bay of Plenty
Mr Colin Bidois: Mr Bidois is a current board member. He has been chair of Ngati Ranginui Iwi Soc Inc. since 1997 and was a social worker with CYPS for 14 years.
Mr Graeme Horsley: Mr Horsley is national director of the Ernst and Young Real Estate Group, an experienced arbitrator and a Life Fellow and past President of the New Zealand Institute of Valuers.
Mr Tamati Kruger: Mr Kruger has strong ties in the local and Tuhoe community Eastern Bays/Central and is very knowledgeable about Maori issues.
Ms Enid Leighton: Ms Leighton is General Manager of Ngati Awa Social and Health Services.
Lakes
Mr Fred McRae: Mr McRae is a current board member. He is the programme director for the Hilary Commission and a management consultant.
Ms Sharon Mariu: Ms Mariu is a strategic planning consultant for iwi and has accountancy qualifications.
Mr Steve Ruru: Mr Ruru is a current board member. He is an accountant and has been chief executive officer for Thames Coromandel District Council.
Tairawhiti
Mr Pene Brown: Mr Brown is a current board member. He is a farmer and is currently chairman of seven boards including Te Hauora o Turanganui A Kiwa, Tairawhiti Polytechnic and Tapuhikitia Marae Committee.
Ms Lois McCarthy-Robinson: Ms McCarthy-Robinson is a current board member. She is the chair of Ngati Porou Hauora.
Mr Rei Kohere: Mr Kohere is a current board member with skills in Iwi/Maori health policy analysis and implementation. He has five years experience in co-purchasing and funding of health services.
Taranaki
Dr Tony Ruakere: Dr Ruakere has been a GP for 30 years and has an extensive knowledge in Maori health, policy development and health sector governance.
Mr John Young: Mr Young was formerly chair and deputy chair of Kiwi Co-op Ltd.
Whanganui
Ms Linda Thompson: Ms Thompson is a current board member, a health consultant and has a nursing background.
Ms Jennifer Tamehana: Ms Tamehana is a current board member, a former polytechnic tutor and is now Kaiwhakahaere at Te Korowai Aroha Aotearoa.
Mr Ormond Stock: Mr Stock is a current member of MidCentral District Health Board and a consulting engineer. He has extensive experience as a director and a board member.
Hawke’s Bay
Mr David Ritchie: Mr Ritchie is a current board member. He also chairs the DHB’s Audit Committee and the Hospital Committee. Mr Ritchie is a Central Hawkes Bay farmer.
Ms Alayna Watene: Ms Watene is a current board member and manager of Te Taiwhenui O Heretaunga, a Maori health service provider. In 2000 she was the Chair of HealthCare Aotearoa Inc.
Mr Robin Hape: Mr Hape is a current board member. He worked for the Health Funding Authority as a senior analyst and has some financial and governance experience.
Wairarapa
Mrs Cheryl-Ann Broughton-Kurei: Ms Broughton-Kurei has a wide involvement in the community and a good knowledge of Maori issues.
Ms Janice Wenn: Ms Wenn is a current board member with strong iwi and community support, and good health experience.
Ms Lynn Paterson: Ms Paterson is Carterton District Council’s finance manager. She is a chartered accountant and has worked in public sector organisations and local government for the past 15 years.
MidCentral
Mr Dennis Emery: Mr Emery has a wide involvement in the community and an extensive knowledge of Maori affairs.
Mr Piers Hamid: Mr Hamid is a current board member. He is an experienced director and chartered accountant.
Ms Danielle Harris: Ms Harris is a current board member with financial skills and a knowledge of Maori health issues.
Capital and Coast
Mr John Cody: Mr Cody is a current board member, a self-employed social worker and has extensive experience with community health groups particularly Maori and Pacific.
Mr Helmet Modlik: Mr Modlik is a business consultant with a Masters in Business Administration.
Mr Tino Pereira: Mr Pereira is a journalist, broadcaster and company director. He has strong links with Pacific communities and is a leader in the Samoan community.
Hutt Valley
Fuimaona Karl Pulotu-Endemenn: Fuimaona Pulotu-Endemenn holds a high chief title from Western Samoa and is a consultant for his own business specialising in Pacific Island issues and health issues. He has an extensive nursing background and is involved in numerous community projects.
Ms Brenda Tahi: Ms Tahi is a current board member and a management consultant with expertise in management and experience in organisational change.
Ms Catherine Love:Ms Love is a psychology lecturer for the Open Polytechnic of NZ. She specialises in Hauora Hinengaro/Maori Mental Health, psychological assessment, research and administration. She is a member of various boards and trusts.
Nelson Marlborough
Mr Roma Hippolite: Mr Hippolite is a former senior executive in the pharmaceutical industry. He is currently the CEO of a Maori development company.
Mr Eugene Crow: Mr Crow is a chartered accountant.
Mr Alex Grooby: Mr Grooby is a former teacher and now managing director of Maataa Waka Enterprises Ltd. He is chair of a Maori integrated health care and Maori development organisation and an active member of the Marlborough Health Trust.
West Coast
Mr Tamai Sinclair: Mr Sinclair is employed as Regional Co-ordinator of Customary Fishing for Buller/West Coast and has experience in health promotion and public health especially where issues relate to Maori.
Ms June Robinson: Ms Robinson is a current board member and has served on a number of other boards and committees within health. Her community services have been recognized with an ONZM.
Dr Christine Roberston: Dr Robertson is a current board member and a medical practitioner with a lengthy West Coast career in public health medicine.
Canterbury
Mr Graham Heenan: Mr Heenan is a current board member. He is an accountant and a professional director.
Mr Tuari Potiki: Mr Potiki is a Maori health consultant and is a manager with the Ngai Tahu Development Corporation.
Mr Paul White: Mr. White is a current board member, an architect and current chief executive of Ngai Tahu Development Corporation.
South Canterbury
Ms Fiona Pimm: Ms Pimm is currently the CEO of Oranga Pounamu, a contract brokerage and business support agency for Ngai Tahu.
Mr Quentin Hix: Mr Hix is a current member of the board, a lawyer, a managing partner of a law firm and is involved with a local marae. He has a strong interest in governance and advises a number of organisations on this in his professional capacity.

Ms Maria Pera: Ms Pera is a current board member. She is a Ngai Tahu leader and representative with a background in trusteeships and community related work.

Northland: Mr Peter Jensen: Mr Jensen is a local businessman who has served as a Northland Regional Councillor for the last nine years. He is experienced in delivering mental health services in the community.
Waitemata: Mr Max Abbott: Mr Abbott is Dean of the Faculty of Health Studies and Professor of Psychology and Public Health at AUT’s North Shore Campus.
Auckland: Ms Margaret Horsburgh: Ms Horsburgh is a current board member. She has an extensive background in clinical nursing and education, and has carried out consultancy work within the health sector. She has been involved in many local and national health committees.
Counties Manukau: Mr Paul Cressey: Mr Cressey has lived in Counties Manukau all his life and has good governance experience in the health sector.
Waikato: Mr Angus MacDonald: Mr MacDonald has been Mayor of Waikato District Council for 12 years and before that was chairman of the former Raglan County Council.
Bay of Plenty: Mr Don Riesterer: Mr Riesterer has been Mayor for the Opotiki District Council for the past 12 years. He is chair of the Disability Resource Trust, Sports Bay of Plenty, and a member of the Industry New Zealand Board.
Lakes: Mrs Joan Williamson: Mrs Williamson is a former Mayor of Taupo and a long time local politician. She has governance experience in community health.
Tairawhiti: Mrs Ingrid Collins: Mrs Collins is a current board member and has a sound knowledge of health administration in the public and private sectors.
Taranaki: Ms Claire Stewart: Ms Stewart is a current board member and the chair of the Disabilities Advisory Committee. She is also chair of the Taranaki Health Forum, Chair of the Council Tribunal Fluoride Hearing, a member of the Local Government New Zealand Rural Health Strategy Groups and a member of the Taranaki Disabled Persons Assembly Forum.
Whanganui: Dr Patrick O’Connor: Dr O’Connor is a General Practitioner.
Hawke’s Bay: Mr David Marshall: Mr Marshall has exetensive local government experience as a Councillor, Deputy Mayor of Napier and deputy chair of Hawke’s Bay Regional Council. He has been chair of the Dental Council of New Zealand.
Wairarapa: Mr Martin Easthope: Mr Easthope is a retired businessman with strategic planning and management skills. He was formerly AMP National sales manager and a managing director in property management. He currently serves on the Executive Committee of the Wairarapa Cancer Society.
MidCentral: Ms Ann Chapman: Ms Chapman is a current board member. She trained as a nurse, and co-founded and is current chair of the Otaki Community Health Trust. She is a member and negotiator for the Otaki Women’s Health Group and is a long standing Councillor on Kapiti Coast District Council.
Capital and Coast: Ms Margaret Faulkner: Ms Faulkner is a current board member and chairs the Hospital Advisory Committee. She established nursing courses at Whitireia Community Polytechnic and is still on the polytechnic’s council.

Otago: Ms Patricia Taylor: Ms Taylor has worked in the delivery of health services for 39 years. She began as a nurse and has recently worked in management for Oamaru Hospital for Health Care Otago and for the Waitaki District Health Services Ltd.
Southland: Mr Keith Kennedy: Mr Kennedy is a current board member. He has very extensive experience as a board member gained over more than 30 years in the education and health sectors. He is currently a member of the Wakatipu Health Development Committee.
