A democratic path forward to mandate a proper plan for #Brexit, or not, a proposal.

The UK's decision to vote for #Brexit has left the world stunned. Strikingly in its aftermath there is now no plan. 17 million Britons voted to jump into the unknown. So what should be done now? Must the UK march blindly forward? Surely we remain masters of our democratic destiny. A proposal.

Background: 17 million people have voted to leave the EU without a plan. A massive mandate for unspecified change. It is now clear much of what has promised during the referendum debate by #leave was nonsense. With David Cameron leaving and the opposition in disarray - there is now no mandate for next steps.
Johnson, Gove, Farage, Hilton, Leadsom, Stuart, Hooey may have led #voteleave but they have no mandate. The former Cabinet Sec. says that to negotiate with the EU there needs to be a plan and clear mandated leadership. So what should happen next in #Brexit? Here's one possible way forward out of this mess:
1: Next three months The Conservative Party picks a leader - that leader would be expected to be a #brexiteer.
2 (a): The new Cabinet work out a plan and a negotiating strategy for #brexit.
2 (b): Meanwhile Opposition parties can either make their own #brexit plans or produce a plan to stay in the EU.
3: A general election is held and the people decide which plan and mandate they support.
4. If a pro #Brexit govt. then has a clear majority in Parliament, Article 50 of the Lisbon Treaty is invoked and the process begins.
But if no mandate exists at the end of this the Status Quo remains.
