Trevor Mallard and SOP and said the paper will prevent access to content of emails unless it was absoluletely necessary. The current bill does not ensure this.
He said the situation has the moved since the house last debated the bill.
Gerry Brownlee said the paper was outside standing orders.
Russel Norman said it was an important motion and that the PM had made some controversial statements about the meaning of the law and that these needed to be included in the bill.
“Black and white law always carries the day,” he said.
Grant Robinson said parliament needed to go back and consider part one of the bill.
The motion to reconsider the first part of the bill under the Labour SOP was rejected after a vote.
