The Appropriation (2012/13 Estimates) Bill completed its second reading by 63 to 57 with with Labour, Greens, NZ First and Mana Party opposing.
Another confidence vote on the first reading of the Appropriation (2011/12 Supplementary Estimates) Bill passed with the same result and was set down for a second reading without debate.
