Telco Bill: Minister's New Changes Remove Kiwi Share
Minister Steven Joyce has tabled further significant changes to the Telecommunications (TSO, Broadband, and Other Matters) Amendment Bill, as the bill is today debated in its second reading.
One change in the SOP is to remove reference to the Kiwi share obligation "to reflect that the KSO will not be operative following the structural separation of Telecom". Initial debate in the house has focused on what the consequences of that change would be for free calling, rural service and telecom's local ownership, and the appropriateness of making such unsignalled changes to bills without reference to select committee.
A Q&A paper (posted by the Ministry of Economic Development) discusses intentions for the passing of Telecom's terms of service obligations on to the new infrastructure and service companies that will be formed by Telecom splitting.
