Shiva Pradhan: Restoration Of A Dead Parliament

Good that the second announcement from the King has come that restored the dead parliament, in terms of its life and its work except that the Chairman of Lower House is survived by regular salary. Peace has prevailed at least and at last.

The second general elections that took place in 2056 to elect the members to parliament for five years provided 111 seats to Nepali Congress and 71 seats to CPN-UML.

The said Parliament was dissolved by PM from Nepali Congress Sher Bahadur Deuba in 2059 Jestha 08 to hold mid term poll which never took place up to this day. Now Sheer Bahadur Deowa is the President of splinter Nepali Congress (Democratic) from Nepali Congress. The dissolution of parliament and inability to hold election were the main causes of the present day political agitation fueled by dissatisfaction and formation of seven political parties alliance and 12 point agreement with Maoist, which came to an end with the announcement of the King on 24 April 2006.

Earlier the King made an announcement of handing over the executive power under Clause no 35 of Nepal Constitution to the people with request to nominate PM. The offer was not accepted by the seven political party alliance. Now after the restoration of dead parliament when the PM will be nominated, PM will have the same executive power as given under Clause no 35. What difference would have made, if the seven political parties would have accepted the earlier HM's announcement to appoint a new PM. This is almost like catching the same ear by round about means.

Then, there comes the 12 points agreement with Maoist. Maoist would say, the seven party alliance has jumped so hurriedly without reaching the goal of the said agreement - end of autocratic monarchy and so forth. With all these unclear circumstances, the restoration of dead parliament will able to meet the ego of some leaders of the political parties that would harvest benefit but will able to contribute little to bring peace in the country. If it does, it shows the political maturity. With this political maturity, leaders of political parties should also able to express RESPECT to all concerned especially to the GENERAL PEOPLE for whom the political parties are saying that they are fighting to bring democracy and peace for them. In doing so, political parties in agitation should come to respect their human rights to life, right of basic needs, right to live with dignity, freedom of movement, freedom of participation and so forth which were snapped during Aamhadtaal - total strike and demonstrations for over three weeks that crippled everything and caused multiple hardships to all citizens of the country specially the people who have to live on day to day's work.

Leaders of political parties, hence, should come up with such programs that do not create unwarranted situation when fighting for the power to rule the country which has very little bearing on general people in the multiparty democracy for power struggle is always the part in the name of doing well to the people. Therefore it is imperative that leaders of the parties restore their MORALITY and ETHICS and conduct the duties with DISCIPLINE and with RESPECT. After all, leaders of the political parties are expected to be the elites of the community and society and would expect from them a sensible and civilized way of fighting for the political power. It is hoped that past incidents of keeping people hostage for over three weeks will not be created and will not be repeated in future in the name of democracy and peace in the 21st Century.
