Closing The Gaps Baggage Too Heavy

Prime Minister Helen Clark says she doesn’t use the phrase “Closing the Gaps” anymore, because of the baggage that has become associated with it.
“It’s a phrase inherited from the last Government … However they have decided to stigmatise it,” Miss Clark said today.
“It’s a phrase that I don’t use any more.”
All reference to the controversial phrase has been scotched in the third reading of the Health and Disability Bill.
