Federation established and to be operational by 1 September 2018

The Establishment Board tasked with setting up the proposed Federation of Primary Health Aotearoa New Zealand met for the second time on Monday 7 May 2018 under the chairmanship of Dame Annette King.

“We are making great progress as an Establishment Board - which is a really good sign that we have the cross-sector commitment required to better support improved population health, reduced inequities and a more sustainable primary health sector.” says Dame Annette King.

Following the announcement made on 20 February 2018 which confirmed the appointment of Dame Annette King as the chair of the Establishment Board, the latest meeting this week followed the inaugural meeting of the Establishment Board on 10 April 2018.
During this week’s meeting significant continued progress was made which included:
• Agreement of the Federation’s initial Constitution
• Agreement of the Federation’s governance structure
• Agreement to include a consumer voice
• Agreement of an action plan and timeline to become fully operational
• Agreement of the Federation’s Vision Statement
The Purpose of the Federation will be to provide national leadership on key issues affecting primary health in New Zealand. In particular the Federation will aim:
1. To be the voice of primary health care for the health, well-being and benefit of all New Zealanders;
2. To promote primary health to be the central function and main focus of New Zealand’s health system;
3. To promote, protect and improve the sustainability and interests of the primary health sector;
4. To contribute to the development of health strategy, policy and implementation;
5. To foster effective partnerships and collaborations;
6. To pursue meaningful responses to the differences in health access and outcomes between different populations in New Zealand and to tackling these inequities;
7. To promote primary health as being practical, scientifically sound, socially acceptable and enabled by technology;
8. To embrace the principles of the Treaty of Waitangi by working in partnership, ensuring participation and, protecting the health of Maori;
9. To ensure a consumer focus is applied to primary health policy and provision, with the inclusion of the consumer voice and being responsive to consumer needs;
10. To acknowledge the specific needs and differences of our communities and the services required to support them; and,
11. To undertake such acts or matters as may be necessary or expedient for the purposes of the Federation or identical or conducive to the attainment of the purpose of the Federation.
The Federation’s Vision Statement will be “Healthy Aotearoa. Great Primary Health Care”.

Annette King continued on to say “We have a significant level of unity around the table and that has got to be good for the people of New Zealand.”

The Federation’s workplan will continue apace with the next formal meeting of the Establishment Board being scheduled for 25 May 2018.
