Waitemata DHB’s New Clinical Quality Leader
A leading expert in health law and safety has been appointed to lead Waitemata DHB’s ongoing delivery of high quality patient care.
Dr Penny Andrew starts at the end of the month as the DHB’s new Clinical Leader for Quality. In the role, she will be leading the Quality team to further improve the DHB’s systems and processes, and to enhance the patient experience.
She will also be working closely with the DHB’s chief quality advisor Professor Ron Paterson, who is expected to deliver in June the findings of his extensive review into the DHB’s healthcare procedures and processes.
Dr Andrew holds both a medical and law degree. She joins the DHB from Buddle Findlay, where she is a senior associate leading the health law specialist team.
She has acted for a wide range of health sector clients, including DHBs, PHOs and private providers, and was a senior advisor to the Health Quality and Safety Commission.
Dr Andrew was also a New Zealand Harkness fellow in health care policy and practice, where her research projects looked at measuring, improving and reporting physician performance, and the role of compensation in medical error disclosure.
Waitemata DHB CEO Dr Dale Bramley says her appointment is a huge coup for the DHB.

Dr Andrew was looking forward to her new role.
