No agreement on pilot’s success

The Ministry of Education has sought to clarify comments made today about the Practice Based Attestation pilot in Hawkes Bay.

“The Ministry, the NZEI, and the School Trustees Association worked closely together on the Practice Based Attestation pilot, which sought to recognise the skills and experience of teachers with a teaching diploma rather than a degree,” said Fiona McTavish, Group Manager, Education Workforce.

“The Ministry funded many of the direct costs of the pilot, paid a lump sum to the principals and teachers involved, and paid for an independent evaluation,” she said.

“That evaluation shows that a far more sophisticated system is required for a successful attestation process for teachers,” said Fiona McTavish.

“We learned a great deal from the pilot, and can certainly use what we’ve learned in future work to develop a more sophisticated model.”

“The Practice Based Attestation pilot was developed as part of the 2007-2010 Primary Teachers’ Collective Agreement. That agreement made clear that if the pilot was not successful, further implementation would not go ahead,” said Fiona McTavish.

“The NZEI is misleading the public and its members to claim the pilot was a success,” said Fiona McTavish.
