Policy on unfunded students crystal clear
With many media outlets now running stories on university enrolment pressures, a recent media release by Tertiary
Education Minister Anne Tolley succinctly states the Government’s position: “Under the capped funding system introduced
in 2008, any funding response to enrolment pressure is managed through each Budget process. The current policy limits
unfunded students to 3% of an institution’s total funding, to manage student loans and allowances costs.”
In an editorial headed “enrolment pressures” published yesterday, the Otago Daily Times commented that among the many
problems facing the Government as a consequence of the recession and heavy limitations on funding was whether funding
caps on higher education should be eased somewhat to accommodate greater demand particularly from people seeking
re-education following redundancy.
“But, the demand is not simply limited to this (university) sector; for years the brighter youth of the country have
been urged to seek tertiary qualifications to help lift New Zealand’s overall skill levels and economic performance.
There can hardly be reason for complaint by politicians that the call is being answered. Yet the impression is gaining
ground that contradictory forces are at work within government and within the Government about adequate funding for
higher education. It is causing considerable concern,” the editorial said.
It quoted reports that Massey University was experiencing an 8% enrolment increase across all courses this year while
the University of Waikato was nearly 6% over its agreed number of funded students under its investment plan. “Victoria
is up by nearly 3% and earlier this year, Otago’s senate academic committee decided to investigate whether the
university should further restrict entry to some courses. It already restricts entry to courses such as medicine,
dentistry, law, surveying and physical education, but does not restrict first-year enrolments providing students meet
standard academic requirements. The working party is expected to report back to the university council before the end of
the year, but that is not much comfort to hopeful enrolees today.”
The editorial concluded by noting that as a general principle, the Government ought to be prepared to adequately match
its higher education goals by meeting the demand it had quite properly fostered.

Universities win international education excellence awards
Massey and Victoria universities were recognised for excellence in international education at the recent Education New
Zealand conference in Wellington. Massey shared the award for excellence in marketing with the Academic Colleges Group
while Victoria took the award for innovation in an international programme with VILP (Victoria International Leadership
Programme).
Announcing the award for Massey, Education New Zealand said the recent focus of the university’s marketing strategy had
been on setting up twinning programmes with universities in key markets such as China and Vietnam, thereby creating a
reliable intake of students well prepared for their level of study in New Zealand. Twinning programmes involve students
completing part of their qualification in their home country and part in this country.
Victoria’s VILP programme, launched last year, was open to both domestic and international students at no additional
cost. It comprised a range of lectures and activities outside of the students’ normal course load. Participants attended
speeches and seminars in relevant topics and participated in activities such as volunteer service in New Zealand and
offshore, as well as international fora on issues of global importance. The VILP ran the length of a full degree
programme with participation noted on students’ academic records. In its first year more than 700 students participated
in the programme, 20% being international students.
Universities Australia CEO attends NZVCC meeting
Dr Glenn Withers, the Chief Executive Officer of Universities Australia, attended last week’s NZVCC meeting at the
Wellington secretariat. Dr Withers briefed New Zealand Vice-Chancellors on Universities Australia’s current advocacy on
behalf of its 38 members in the Australian university system. A 39th university, the University of Notre Dame Australia,
is currently applying for UA membership. While there are a number of different groups within the organisation - the
Group of Eight (G8), the Australian Technology Group of Universities (ATN), Innovative Research Universities Australia
(IRU Australia) and New Generation Universities (NGU) - about half of UA’s members are not in any grouping.
While the Australian government’s response to the recent Bradley and Cutler reviews has delivered Universities Australia
a number of policies it was pursuing – such as better indexation of university costs and increased funding for teaching
and learning – a lot of the commitments involved are deferred, some of them beyond the next election.
Universities Australia is concentrating its activities around advocacy of policy content, while demonstrating
universities’ economic contribution and extending its communications programme to take in new areas such as the popular
press. The development of documentation to support UA’s strategy of emphasising universities’ contribution to Australian
society is backed by a partnership approach with business organisations and state governments.
Evidence-based independent analysis is the general approach adopted by Universities Australia which has demonstrated
real rates of return from public investment in research and higher education graduates of 20 and 15% respectively, as
well as significant improvements to the Australian GDP.
Quality support and amenities for Australian university students
Meanwhile, Universities Australia is calling on the Federal Senate to ensure the availability of quality student support
services and amenities at Australian universities through passage of the Higher Education Legislation Amendment (Student
Services and Amenities, and other Measures) Bill 2009.
In a media release issued yesterday, Universities Australia CEO Dr Glenn Withers said that as well as important sports
services stressed by some senators, there were many essential university services such as health care, counselling and
career advice, child care facilities and independent advocacy and legal support that provided a safety net for all
students.
“Without this legislation, universities will have to continue cross-subsidising from their core teaching and research
budgets, at a time when their budgets are under pressure. If Australia is to achieve a goal of greater participation in
university study by students from low socio-economic backgrounds, support for these services and amenities is vital.
“They especially assist students away from home networks, such as rural and regional students and many international
students. No student will be obligated to join a student union or guild under this legislation, and there is clear
assurance that funds will not find their way to student political activity, due to the guidelines which must be approved
by both Houses of Parliament and through required university oversight of all spending,” Dr Withers said.
In a separate media release, the Australian Technology Group of Universities (ATN) said the essential services
identified in the legislation were not “marginal and extreme political activities” as described in the Opposition’s
senate committee report on the issue. The ATN rejected moves to quarantine funds involved to sporting facilities only.
