IPENZ will not appeal decision in Alan Reay case

The Institution of Professional Engineers (IPENZ) says it accepts the decision by an independent Disciplinary Committee to dismiss its complaint against Dr Alan Reay’s registration as a Chartered Professional Engineer following the Canterbury earthquakes.

IPENZ had lodged the complaint in December 2012 because it believed Dr Reay had failed to disclose his involvement in the design and construction of the CTV building when he applied for registration in April 2011, following the Canterbury earthquakes.

IPENZ Chief Executive Susan Freeman-Greene said the Institution would not appeal the Committee’s decision.

“We accept the decision, which follows a very thorough hearing of all the facts of the case.”

Ms Freeman-Greene says the Institution has published the Committee’s decision on its website because of the very high public interest in the hearing, including the interest of the families of the 115 people killed in the CTV building.

“In cases where a Disciplinary Committee dismisses a complaint, our normal procedure is not to publish the decision. However, we believe the strong public interest warrants publication in this case.”

The Disciplinary Committee met on Monday 23rd and Tuesday 24th March 2015 to hear IPENZ’s complaint about Dr Reay’s registration.

The Committee was chaired by Mr Alan Bickers JP DistFIPENZ CPEng IntPE(NZ) and included:

• Dr Peter Lipscombe FIPENZ CPEng IntPE(NZ)

• Dr Alan Collier FIEAust CPEng(Aust) MIPENZ

• Mr Hamish Wilson (nominated by Consumer NZ) and

• Justice Rodney Hansen CNZM QC (retired High Court Judge).
