This money can default to IRD for a number of reasons when no one is sure of where it should go, e.g. as a result of long term inactive bank accounts or solicitors trust accounts being wound up. Legislation appears to prevent the department from advising individuals and organisations that their money is being held, so you may be owed money without even knowing.
