Preferred Bidder for Wiri PPP – Spotless’ 10th PPP win
The New Zealand Department of Corrections has announced the selection of the SecureFuture consortium as the preferred bidder for the 25 year contract to construct, operate and maintain the new Wiri prison southeast of Auckland. Financial Close is scheduled for August 2012.
The SecureFuture consortium comprises Macquarie (financial arranger), Fletcher Construction Company NZ (design and construction) Serco (operator / custodial services provider) and Spotless (facility management provider).
The project involves the construction of a 960 bed male prison (360 high security and 600 low security) including all ancillary buildings at a greenfield site approximately 25km southeast of the Auckland CBD.
It is one the first major Public Private Partnership (PPP) projects in New Zealand. The Government is expecting this project to deliver new and innovative ways of providing custodial services, facility management and works requirements that extend to the wider NZ Corrections network.
The design and construction of the prison must support the delivery of Correction Services requirements, primarily directed at reducing reoffending, and will be undertaken with a whole-of-life focus.
The integrated facility services to be delivered by Spotless include:
• Estate management
• Comprehensive and whole-of-life maintenance services
• Security systems maintenance
• Cleaning services
• Grounds services
• Utilities management
• Catering support services
Josef Farnik, Spotless Group Managing Director and CEO, said Spotless is already successfully supporting a number of social infrastructure assets under PPPs across Australia through the provision of integrated facility services.
