Land Transport NZ extends Unisys relationship with seven year outsourcing deal

Independent assessment proves Unisys is "Best in Class,' beating market competitors for delivery of IT services, competitiveness, governance, vision

Unisys today announced it has signed a seven year outsourcing deal with Land Transport NZ. Through the deal, Unisys will provide the infrastructure and IT management services for the Landata and Drivers Licence Register systems, which contain comprehensive vehicle and driver information for New Zealand.

These infrastructure systems and their associated services will enable Land Transport NZ to continue to manage statutory registry functions and collect a variety of monies on behalf of the Crown.

The Landata and Drivers Licence Register systems comprise:

- The Motor Vehicle Register, which processes registration and ownership information.

- Road User Charges System, which oversees the collection of charges.

- The Land Transport Inspection System, the safety system for Vehicle Certificates and Warrants of Fitness.

- The Driver Licence Register, which manages testing, licensing, endorsements and digital card production.

At the heart of these systems are two Unisys Clearpath Plus Dorado servers, which will be used under a capacity on demand model, with the goal of providing continuity of computing service at peak usage periods.

Unisys has a well-established team that provides an in-depth knowledge of both Land Transport NZ's operations and business needs. As that relationship has matured, Unisys has continued to evaluate and improve upon the work it undertakes for Land Transport NZ. Multiple evaluations have recognised the success of those initiatives due to Unisys mature relationship with Land Transport NZ:

- In 2004 an independent review of the partnership by a leading chartered accountancy firm revealed Unisys guiding principles, governance structure and reporting capabilities scored 8.5 out of 10 in terms of excellence.

- In February 2005 Land Transport NZ engaged the services of a third party international IT benchmarking specialist, to undertake an Outsourcing Value Analysis benchmark assessment to measure competitiveness and fair market price for IT services against similar companies around the world. The results placed Unisys "Best in Class,' proving Unisys continues to make a visible difference to Land Transport NZ's business.

- In 2005 Unisys responded to a Land Transport NZ Request for Information alongside other global and New Zealand IT firms, to provide a strategic road map to highlight Land Transport NZ's business across the next 3-5 years. Again following assessment Unisys was considered the best result.

"Land Transport NZ's statutory objective is to contribute to an integrated, safe, responsive and sustainable land transport system," said Tony West, Land Transport NZ Chief Information Officer. "This was achieved by managing access to safe and sustainable land transport through licensing and regulatory services, monitoring compliance, and communicating information, and funding the development and operation of new transport infrastructure."

"Through this seven-year outsourcing deal Land Transport NZ is confident it can continue to work in partnership with Unisys, to manage key IT infrastructure and deliver service excellence to New Zealanders," Mr West said.

Land Transport NZ administers the Landata and Drivers Licence System on behalf of the New Zealand Government. Landata is the system used to process transactions for MVR (Motor Vehicle Register), RUC (Road User Charges), LATIS (Land Transport Inspection Systems), and Inspections (Warrant of Fitness). DLR (Driver Licence Register) captures and maintains driver licence information.

Unisys provides services for the Landata and Driver Licence Register systems, incorporating: application design, development and management; systems management; help desk; facilities and database management; disaster recovery; security and change management; and the associated server and storage infrastructure.
