A proposed plan change to rezone a city area to enable more housing is now open for submissions. Currently zoned – Race
Training Zone, it is proposed to change the land to the Residential Zone. Proposed Plan Change C, to be known as the
Kikiwhenua Residential Area, will enable land development to accommodate approximately 220 homes and will include
cultural and recreation areas.
The area of land lies between Te Wanaka Road, Pioneer Highway and the Mangaone Stream. Kikiwhenua Residential Area is
Stage 1 of the Kakatangiata (formerly City West) Residential Growth Area.
Fact sheets have been delivered to affected and interested parties, however, anyone is welcome to make a submission.
City Planner David Murphy said the change to the rezoning of the land area would not trigger the need for any
significant new infrastructure and recreation areas, but this would be required as the broader Kakatangiata area is
developed in the future.
“The Proposed Plan Change also addresses issues regarding stormwater, vegetation, cultural impact and noise sensitivity
using objectives, rules and policies specific to Kikiwhenua.”
“The approach taken by Plan Change C is to apply the same objectives, policies and rules from the Whakarongo Residential
Area.”
The historical Kikiwhenua meeting house site is proposed to be excluded from the residential development.
Submissions can be made online on the Council’s website (www.pncc.govt.nz/PlanChangeC) or in writing, but they must be lodged before 18 December 2018.
