Council approves new Special Housing Areas

At a full Council meeting on 8 June, Nelson City Council approved a further nine Special Housing Areas (SHAs) for recommendation to the Minister of Building and Construction.
The nine new SHAs to be recommended are:
• 21 Cherry Avenue
• 40 Van Diemen
Street
• 15 Quiet Woman Way
• 46 & 48 Trafalgar
Street
• Atawhai Drive (Bayview Subdivisions
Ltd)
• 23 Wastney Terrace/19 Sunnybank
Drive
• Highview Drive (KB Quarries)
• Crown
Terrace (KB Quarries)
• 12 Wakapuaka Road
Council staff had given careful consideration to the proposals and established a number of matters that developers will need to satisfy before the SHAs can be recommended to the Minister.
The Council gave careful consideration to the staff recommendations, the presentations at public forum and wider feedback that had been received for 12 Wakapuaka Road.
All developments are subject to the developer entering into a legal deed with Council, which requires the developer to be responsible for any costs associated with upgrading or extension of transport, stormwater and wastewater infrastructure.
The developments will go through the resource consent process, which will address issues relating to flooding, slope stability and geotechnical issues, ecological and environmental issues. They are also subject to approval by the Urban Design Panel.
Additional provision for the impact of development on neighbouring properties was included in the recommendation for the SHA at 46-48 Trafalgar Street, which is zoned for high density residential development. The Council’s recommendation includes that the development is ‘subject to the Urban Design Panel paying particular attention to daylight angles in comparison with the permitted baseline, in relation to the boundary with Hathaway Court, when considering the proposed development.’
“Housing supply continues to be an issue for our growing region. The SHAs considered today by Council provide a wide range of housing choice. Our city needs to increase its housing capacity to meet the needs of the future,” says Mayor Rachel Reese.
“Nelson is a beautiful place to live and I can well understand the demand for property here. I am very pleased we are able to work with the community to meet that demand, whilst making sure we have the right controls in place to ensure appropriate development.”
