Council and Ngati Porou finalists in Deloitte Awards
Gisborne District Council and Te Runanganui o Ngati Porou were finalists in the 2016 Deloitte IPANZ Public Sector
Excellence Awards, on 6 July 2016 in Wellington.
The Council and Runanganui were nominated for the Joint Management Agreement (JMA). This historically significant
Agreement is the first of its kind in New Zealand and allows for shared Resource Management Act decision-making of land,
water and air management for the Waiapu Catchment.
The Agreement was one of three finalists in the Crown-Maori Relationships category.
“To be a finalist amongst many national entries including major programmes from the Ministry of Justice, the District
Health Board and NZTA is testament to the great work that is happening here in Tairawhiti”, says Judy Campbell, Gisborne
District Council Chief Executive.
“It’s taken 25 years since the Resource Management Act was created with these provisions, for a partnership of this kind
to be ratified by an iwi and local council. The fact that we’ve done it here first is something to be proud of”.

The Awards celebrate outstanding performance and significant achievement of organisations in the New Zealand Public
Sector. They recognise and promote excellence in terms of vision, innovation and results and encourage continuous
improvement. The awards showcase the notable contribution the wider public sector makes to meeting the needs of New
Zealand and New Zealanders.
The eventual winner in this category was Ngā Kooti Rangatahi (marae-based youth courts), Ministry of Justice. Given the
impact of such a programme we are more than happy to be considered in the same ball park, says Mrs Campbell.
