Council retains IANZ Accreditation
Queenstown Lakes District Council will continue to hold accreditation as a Building Control Authority for the time being, after International Accreditation New Zealand (IANZ) accepted its corrective action plan arising from this year’s audit.
QLDC General Manager of Planning and Development Tony Avery said that the corrective action plan, which outlined actions already taken and more to be taken over the next few months, was submitted on Thursday. The Council heard on Monday (23 May) that it had been approved.
“This has been the result of a significant team effort, as we start to implement changes and to make improvements to our systems and processes to address the ten concerns that IANZ identified,” he said.
The Council will need to prove that it has made good progress on all the corrective actions by 15 July and will be fully reassessed in October.
QLDC’s building team remains under constant pressure, with continuing high numbers of consent applications and requests for site inspections. Mr Avery said that builders and developers could help avoid delays by looking ahead and booking inspections early as there is currently a three-four day wait for inspections.
“The team is continuing to deal with a large number of applications which has also meant that the average processing time is now at around 21 days with more complex applications taking longer, so it is important that applications are made well in advance of when work is scheduled to begin.”
The Council has also tasked a Building Control Officer to review all applications for consents and code compliance certificates against MBIE’s national guidelines before they are accepted for processing, to ensure that all the documentation has been completed to a satisfactory standard. “We are quickly building a picture of the common faults so that we can provide better guidance for applicants,” Mr Avery said.
Other actions underway include improving internal audit processes and developing a formal training plan for staff.
