Airport Plan Change notified for submissions

MONDAY 22 FEBRUARY 2016

An Operative District Plan change request made by Kāpiti Coast Airport Holdings Limited, to change the rules relating to retailing and noise-sensitive activities in the Airport Zone, will be formally notified by Council on Wednesday 24 February.

The notification opens the way for the public to make submissions on the request.

Under the Resource Management Act, anyone has the right to submit a proposed change to the plan. Council has “accepted” the request – a neutral course which does not affect its ability to consider the merits of the requested change at a later date.

The intent of the proposed change made by Kāpiti Coast Airport Holdings Limited is to lift the “prohibited activity” status on certain land uses in the Airport Zone.

The most important effects would be to enable resource consent to be sought for noise-sensitive activities (for example residential activities) outside the Air Noise Boundary, and for one department store, one supermarket, and more than one retail store of between 151m² and 1,500m2 in floor area that retails groceries or non-specified food lines.

Currently these activities are prohibited in the Airport Zone and therefore resource consent cannot be sought for them.

After public notification and receipt of submissions, a hearing will be held by RMA-accredited Commissioners in August or September 2016.

The Council has appointed the PDP Hearings Panel to conduct that hearing and to make recommendations to Council.
