Reviewing aspects of the Auckland Manukau Eastern Transport Initiative
This afternoon the Auditor-General’s report Reviewing aspects of the Auckland Manukau Eastern Transport Initiative (AMETI) was presented to the House of Representatives.
AMETI is a major programme of work to improve strategic transport links in Auckland’s eastern suburbs. It involves improvements and changes to public transport and roads. If completed effectively, AMETI should improve access to transport, increase transport choices, reduce congestion, and unlock economic potential.
Auckland Transport estimates that AMETI will cost about $1.1 billion and will not be fully complete until 2028. This means that AMETI’s governors and programme managers will change many times. In our report, we review Auckland Transport’s governance, accountability, and programme management arrangements for AMETI.
Most of the governance, accountability, and programme management arrangements have been designed in a way that should help to deliver AMETI. Progress with technical aspects – such as reaching design solutions, developing procurement options, and budget management – has been strong. However, Auckland Transport needs improved focus on relationships with stakeholders, contractor performance, and the benefits delivered to date, as part of monitoring and reporting on programmes.
We have made 12 recommendations to help Auckland Transport strengthen AMETI’s governance, accountability, and programme management arrangements.
