Residential chapter release paves way for vibrant central city living
The path to central city residential development has been made simpler with the introduction of a Residential Chapter of
the Christchurch Central Recovery Plan.
A Liveable City – finalised after public comment was considered last year – provides simplified rules for residential development in
central Christchurch, while maintaining development standards, says Christchurch Central Development Unit Director
Warwick Isaacs.
“A Liveable City creates a new Central City Residential Zone which gives those building homes more flexibility in their design and
allows a range of housing types for those who are keen to look at living in a vibrant central city,” says Mr Isaacs.
“We have a goal of seeing more than 20,000 people living in the central city in attractive neighbourhoods with diverse
communities. The residential chapter includes more information on development initiatives such as residential
development in the East Frame, an area that will be home to approximately 2000 people and which will begin construction
towards the end of the this year.”
“The boost to residential activity will also encourage further commercial growth and investment as people move into the
central city.”
A Liveable City outlines the vision and objectives for living in the central city along with revised District Plan provisions and
several initiatives to stimulate the development of housing and communities.

The approved changes, made under the Canterbury Earthquake Recovery Act 2011, will amend the Christchurch Central
Recovery Plan and direct that the required changes are made to the City Plan (being the District Plan under the Resource
Management Act 1991). The amendments have now been publically notified.
