New bus hub to be built at 123-125 Riccarton Road
After almost a year of consulting on three possible sites for a bus waiting lounge on Riccarton Road, the Council today decided to locate it on the corner of Division Street and Riccarton Road.
As the key facility for the bus super stop, the passenger waiting lounge at 123-125 Riccarton Road was supported by most submitters and is a major part of Christchurch's new public transport network. More super stops will be installed at other parts of the city in the coming years.
Street works for the super stop will include bus stops for up to four buses on the north and south sides of Riccarton Road and changes to the Division Street / Riccarton Road intersection and the Kauri St / Riccarton Road intersection. Works are expected to start early in the new year on both the lounge and the street changes.
Infrastructure, Transport and Environment Committee Chair Cr Phil Clearwater welcomed the decision, saying it is the best interim to long-term option.
“We can’t afford to have our bus users waiting in the rain for another winter. We want them in comfortable surroundings.”
“Generation Zero tells us young people want to use buses and these buses will also help relieve the traffic congestion down Riccarton Road that nobody wants.
“We cannot afford to wait any longer.”

Details of approved street works for Riccarton Road public transport super stop and passenger waiting lounge
The street works cover changes to the bus stops and parking on both kerbs of Riccarton Road between Kauri Street and Rimu Street. For this area, the Council decided to:
• Revoke all traffic controls including traffic signals at the intersection of Division Street and Riccarton Road.
New intersection – Division Street/Riccarton Road - Traffic Control
• Control the intersection of Division Street and Riccarton Road by traffic signals in accordance with sections 6 and 8.5(3) of the Land Transport Act – Traffic Control Devices Rule: 2004.
• Prohibit the right turn movement from the west approach of Riccarton Road at its intersection with Division Street.
• Prohibit the right turn movement from Division Street at its intersection with Riccarton Road.
Intersection – Kauri Street/Riccarton Road
• Prohibit the right turn movement from the east approach of Riccarton Road at its intersection with Kauri Street.
• Prohibit the right turn movement from Kauri Street at its intersection with Riccarton Road.
Existing Riccarton Road
• Revoke all parking and stopping restrictions on the north side of Riccarton Road from its intersection with Kauri Street to its intersection with Rimu Street.
• Revoke all parking and stopping restrictions on the south side of Riccarton Road from its intersection with Division Street to its intersection with Matipo Street.
Proposed Riccarton Road – North Side
• Prohibit the stopping of vehicles at any time on the north side of Riccarton Road, commencing at the intersection with Kauri Street, and extending in an easterly direction for a distance of 13 metres.
• Restrict the parking of vehicles to a maximum period of 60 minutes on the north side of Riccarton Road commencing at point 13 metres east of its intersection with Kauri Street, and extending in an easterly direction for a distance of 57 metres.
• Prohibit the stopping of vehicles at any time on the north side of Riccarton Road, commencing at point 70 metres east of its intersection with Kauri Street, and extending in an easterly direction for a distance of 42 metres.
• Create a bus stop on the north side of Riccarton Road commencing at point 112 metres east of its intersection with Kauri Street, and extending in an easterly direction for a distance of 59 metres.
• Prohibit the stopping of vehicles at any time on the north side of Riccarton Road, commencing at point 171 metres east of its intersection with Kauri Street, and extending in an easterly direction for a distance of 12 metres.
Proposed Riccarton Road – South Side
• Prohibit the stopping of vehicles at any time on the south side of Riccarton Road, commencing at its intersection with Matipo Street and extending in an easterly direction for a distance of 175 metres.
• Create a bus stop on the south side of Riccarton Road commencing at point 175 metres east of its intersection with Matipo Street, and extending in an easterly direction for a distance of 59 metres.
• Prohibit the stopping of vehicles at any time on the south side of Riccarton Road, commencing at point 234 metres east of its intersection with Matipo Street, and extending in an easterly direction for a distance of 16 metres.
• Establish a special vehicle lane for the use of westbound buses on the south side of Riccarton Road against the kerb, commencing at the intersection of Matipo Street, and extending in an easterly direction for a distance of 75 metres. This special vehicle lane is to be added to the Register of Roads or Traffic Lanes Restricted to Specific Classes of Vehicles in the Traffic and Parking bylaw 2008.
