KCDC councillors ejected from CE Performance Review

KCDC councillors ejected from 6 monthly CE Performance Review

This morning Crs David Scott and Jackie Elliott were asked to leave a council committee meeting convened for CE Pat Doughertys performance review.

We attended as our standing orders say, under section 2.12.2 that elected members can attend any meeting of council, unless lawfully excluded. We are able to attend all other sub committee meetings except this one, and had this morning already sat through an Appeals hearing Committee meeting without incident.

"We have tried our best to test the continuous exclusion of all elected members from this committee, as we wish to fully represent the public as their elected representatives," says Cr Elliott.

Prior to the Rowan Council, all eleven elected members, who are the employers of the CE were able to fully take part. "Today,I employ the CE, but have never seen his contract, or his KPI's, "says Cr Elliott,

> KCDC Rules Say All Can Attend CE Performance Review
>
> "All eleven elected members of Council can take part in this Thursday's CE performance review according to our own rules" says Districtwide Councillor Jackie Elliott.
>
> I am keen to end the widely held misconception that only a hand picked few, the Mayor, Crs Ammunsden, Gaylor, Holborow, Welsh and Bell have any say on who runs KCDC.
>
> " Six months ago the Mayor gave Crs Scott, Gurunathan, Lloyd, Cardiff and myself permission to speak for 5-10 minutes then we had to leave chambers. I sort clarification of our own rules from staff, and was assured that even this concession wasn't right. " Under clause 2.12.2 of the Model Standing Orders, Councillors may attend any Committee meeting and that would include the CE Performance Review Committee meeting. For my trouble I was subjected to a Code of Conduct complaint.
>
> CE performance Review Committees were established under the Rowan Council. Prior to this all eleven Councillors, who are the employers of the CE, took full and equal role in the decision making processes of selecting, employing and monitoring the CE .
>
> " We have to get this right for the good of Kapiti", says Cr Elliott. Being an employer of the CE is a vital part of being a Councillor.
>
> "Given the level of public disquiet about questionable decisions of senior management, confirmed in the findings of reports over Cleantech, the Coastal lines issue and Oriwa Court legal proceedings, and the millions lost, I look forward to taking part in Thursday's decisions. " says Cr Elliott.
