Committee recommends consultation on bylaw changes

Christchurch City Council will consider a recommendation to approve consultation on changes to four bylaws.

The Regulation and Consents Committee met today and endorsed staff plans to begin consultation on the bylaws which are being reviewed this year. The bylaws being amended are:

Urban Fire Safety Bylaw 2007
Cruising Bylaw 2010
Parks and Reserves Bylaw 2008
Water Related Services Bylaw 2008
Traffic and Parking Bylaw 2008

Committee Chairman David East says the proposed changes would have an impact across the city.

“For the first time, we are proposing to include controls on fireworks within the Urban Fire Safety Bylaw as well as exempting a range of cooking appliances such as pizza ovens. The Cruising Bylaw amendment proposes to extend to four hours the time drivers are not allowed to repeatedly travel along the same section of road. The increase from 60 minutes was suggested by police.

“We are looking to support the water supply for parts of Banks Peninsula through the Water Related Services Bylaw review by requiring new homes and commercial buildings in some areas to have supplementary rain water storage tanks which can be used for flushing toilets and watering gardens as well as providing water for emergencies.

“A proposed change to the Traffic and Parking Bylaw will make it possible for payment for parking to be made through mobile phone applications as an alternative to meters. It also provides for shared spaces as described in An Accessible City the Christchurch Central Recovery Plan’s transport chapter and the Council’s Major Cycleways project. These are where different transport types share the same space, such as pedestrians and cyclists.”

The Council is due to consider the recommendations on Thursday 26 June.
