Horizons confirms position around consent review

Horizons Regional Council has confirmed its position on the review of consent conditions for Palmerston North City Council’s Totara Road Wastewater Treatment Plant, stating the importance of reducing adverse effects on aquatic life in the Manawatu River downstream of the plant.

The review process was entered into by both Horizons and PNCC as a result of significant algal growth downstream of the treatment plant’s discharge.

“The review has been a lengthy process, however it is essential to get it right as the health of the Manawatu River is important to our Region,” says Horizons chief executive, Michael McCartney,

“We are thankful to the community for their patience and appreciate the work the city council has done so far. The next step is to proceed through a hearing process,”

“Currently we believe the river is suffering from significant adverse effects downstream of the sewage treatment plant and we are looking for a solution to avoid those effects.”

A total of 39 submissions were received with a pre hearing for submitters to be held prior to Easter with a full hearing to be set later this year. Independent commissioners will hear all points of view and will make a decision based on the evidence received.
