Appointment of General Manager Building Control and Rebuild
Christchurch City Council has appointed Peter Sparrow to the new position of General Manager Building Control and Rebuild.
Christchurch City Council Acting Chief Executive Jane Parfitt says Mr Sparrow will take up the new role on 6 January 2014.
“The appointment is a significant milestone in the progress of the Building Consent Action Plan. The position establishes a single point of accountability and leadership for the Council’s building control functions, including building consents, inspections and accreditation.
“Mr Sparrow’s combination of experience in management and leadership as well as technical expertise will be particularly important in driving the Council’s building control functions forward in the rebuild environment.
“The interviewing panel was impressed by the high quality of applications and thought long and hard about the qualities needed. It is clear that Mr Sparrow has those qualities.”
Mrs Parfitt says Mr Sparrow has a high level of credibility at a Central Government level, here at the Council and throughout the wider construction sector.
Most recently Mr Sparrow has worked as a Senior Adviser to the Crown Manager, and in his role as Manager Consent System Capability at the Ministry of Business, Innovation and Employment he forged a strong and positive relationship with the Christchurch City Council.
Crown Manager Doug Martin says the establishment of the position and the appointment means the Council can be even more confident about the drive towards regaining and retaining accreditation and around the issue of addressing processing times for building consents.
“This is one of the most significant steps we will take in completing a key strategy for the Action Plan. Strong leadership is at the centre of bringing sustained change and efficiency to the Council’s building control functions. It won’t bring an immediate fix to either building consent processing times or accreditation issues but effective leadership provides the foundation for success”.
