Key decisions from today's Council meeting

Christchurch City Council met today with the key decisions made outlined below:

Christchurch City Holdings Limited (CCHL) Directors: It was agreed Councillors Yani Johanson, Vicki Buck, Jamie Gough and Raf Manji be appointed Council directors of Christchurch City Holdings Limited. They replace Bob Parker, Tim Carter, Sue Wells and Barry Corbett, whose term ends on Friday, 13 December 2013. The Council also agreed to a review of the operations of CCHL and the 2011 Policy on the appointment and remuneration of directors. It was also agreed that fees for the four new directors be paid directly to the Mayor's Welfare Fund.

Land Use Recovery Plan (LURP): The Council agreed to support a design led Comprehensive Development Mechanism and Community Housing Redevelopment Mechanism, allowing for intensification within parts of the city while waiting for different living zones to be decided as part of the District Plan Review. It also supported Citywide Intensification provisions.

Exchange Christchurch Trust grant: The Council has approved an exception which will allow the Exchange Christchurch Trust to use a Creative Industries Support Fund grant outside the Central City. The one-off exemption was sought due to the trust's inability to find a suitable site in the area. The trust funding of $120,000 funding will be split with $40,000 going to the Free Theatre to rent the Arts Centre gymnasium. The remaining trust partners will be based at Waltham with $80,000 to subsidise rent.

Local Approved Product Policy (LAPP): The Council passed a recommendation directing staff to develop a Local Approved Products Policy (LAPP) in response to the Psychoactive Substances Act 2013. The policy will provide guidance for the Ministry of Health about the density and location of retail premises selling psychoactive substances, commonly known as "legal highs". Staff will present a detailed report to the Council in February after carrying out consultation with key stakeholders.

Upper Riccarton Ilam Temporary alcohol ban: A temporary alcohol ban will be in place in area bounded by Peer Street, Waimairi Road, Maidstone Road, Avonhead Road and Yaldhurst Road from 1 February 2014 to 31 August 2014. A temporary ban currently in place will end on 10 December 2013. The new temporary ban will be in place for the start of the tertiary academic year and orientation activities.

Coastal Pathway: The Council has adopted a memorandum of understanding with the Coastal Pathway Group regarding the proposed 6.5 kilometre pathway leading from Ferrymead to Scarborough Beach, Sumner. The MoU will be referred to the Hagley/Ferrymead Community Board as a party to it. The document spells out areas of individual and shared responsibility between the organisations.

Council meetings: A schedule of meetings for the Council term was agreed. Council meetings will generally be held on the second and fourth Thursday of each month and the Committee of the Whole to meet on the first Thursday of each month. Committee meetings will usually be held on Tuesdays.

Annual reports: The Council received the 2013 annual reports of Civic Building Limited, Vbase Limited, Tuam Limited, Riccarton Bush Trust and New Zealand Local Government Funding Agency.
