The below statement from Christchurch City Council can be attributed to Chris Till, General Manager Human Resources.

Following a leak to The Star newspaper of a public excluded Council report, we can confirm that a confidential report recommending that the Acting Chief Executive Jane Parfitt receive an allowance while she is carrying out her current role as Chief Executive will be discussed at today's Council meeting.

This allowance, similar to higher duties paid in Government and non-Government sector, is equivalent to 85 per cent of a comparable CEO's figure in the public sector.

If approved Mrs Parfitt would be earning $415,755 (including the temporary acting allowance) which is $122,000 less than current Chief Executive Tony Marryatt. The proposed $91,000 per annum allowance has been determined based on independent advice and data from both Strategic Pay, Council's normal provider on remuneration, as well as an independent process verification by remuneration consultants HayGroup. These are the relevant providers of this expertise in New Zealand. Independent legal advice was also sought.

Mrs Parfitt is currently heading an organisation of 2900 staff following the resignation of Mr Marryatt from 4 July. The pay ranges of other comparable Chief Executive positions in the city are:- CERA (Roger Sutton) $560,000 to $570,000, Canterbury DHB (David Meates) $530,000 to $540,000, University of Canterbury (Dr Rod Carr) $510,000 to $520,000, Primary Industries (formerly Ministry of Agriculture and Fisheries) $510,000 to $520,000.
