Pre-election report “card” out now

Council has released a special “status
report” covering its activities to help enable a well
informed election debate.
All councils across New Zealand are now required to produce such reports under recent amendments to the Local Government Act 2002.
In the preamble, Kapiti Coast District Council Chief Executive Pat Dougherty said the 21 page report was a factual picture of Council’s current position and future outlook.
“The report is based on the 2012 Long Term Plan (LTP) and decisions made by the current Council. Clearly a new Council could have a different agenda and different priorities, so the cost implications in this ‘report card’ could change.”
The pre-election report lists a number of major projects completed between 2010/11 and 2012/13. These include the upgrade of the Civic Building, purchase of the Howarth Block and Turf Farm for future development as sports grounds and parks, and significant infrastructure upgrades including a multi-million dollar stormwater investment at Raumati Beach, intersection work on Kapiti Road, the purchase of land for a future dam, and stage 1 of the Rauparaha waste water upgrade in Waikanae.
It also lists a number of current and future projects. These include the Coastlands Aquatic Centre, the review of the District Plan, clean technology developments in Ōtaki, upgrade of the Mahara Gallery, wastewater management, and the various stages of the planned water supply project.
The Financial Summary provides audited historic information for the 2010/11 and 2011/12 financial years, estimated financial information for the 2012/13 year, and projected financial information for the four years 2013/14 to 2016/17.
Mr Dougherty said the focus of Council’s current Financial Strategy is to “manage rates and debt efficiently and in a financially prudent manner.”
The strategy sets out key financial ratios and limits to ensure debt and rates are managed at sustainable levels over the next 20 years. “The Statement of Financial Position indicates Council is in a sound financial position,” says Mr Dougherty.
