Independent investigator announced
Following a meeting this morning, the Christchurch City Council has announced that Peter Winder will undertake the independent investigation into the actions and knowledge of the Council’s Chief Executive Officer and management in relation to matters leading to the revocation of the Council’s accreditation as a Building Consent Authority.
Mr Winder was a former Local Government New Zealand (LGNZ) Chief Executive from 2001-2003.
Mr Winder is expected to produce a report that will be delivered around 12 August 2013. Once the review has been completed, it is Council’s intention to release this report to the fullest extent possible consistent with its privacy and other legal obligations.
The costs associated with the investigation are expected to be between $40,000 and $50,000.
The terms of reference are for an independent investigation into the alleged failures of the Chief Executive Officer to keep the Mayor and Councillors appropriately informed, and to manage the consenting department and processes of the Council, leading to the loss of its building consent accreditation, which was followed by a loss of insurance cover, a credit downgrade and the appointment of a Crown Manager.
Mr Winder is directed to undertake the investigation fairly and impartially and to liaise with the Crown Manager.
