Council approves temporary alcohol ban
Christchurch City Council has approved a temporary alcohol ban for an area of Upper Riccarton and Ilam.
The new restriction area extends the area alcohol consumption is prohibited in Riccarton and Ilam where a permanent ban is already in place.
The temporary ban is for six months starting 10 June 2013 and covers an area bounded by Peer Street, Waimairi Road, Maidstone Road, Avonhead Road and Yaldhurst Road.
It applies until 10 December 2013 and means people can not drink in public places, or carry an open bottle or can containing alcohol in public places.
People who breach the ban may be arrested, and if charged could appear in the Christchurch District Court. If convicted, they may be liable for a fine and court costs, and a criminal conviction would be recorded against their names.
The ban applies 24 hours a day, 7 days a week, to all public spaces controlled by the Council, and all roads, whether Council-controlled or not. It does not apply to places open to the public that are under private ownership, such as private car parks or private sports grounds.
The Council will consider whether to introduce a further temporary ban to this area from February 2014 while it carries out a review of the permanent alcohol ban in Riccarton and Ilam.
Strategic Policy Unit Manager Alan Bywater says the ban comes in response to a request from the local community to address antisocial behaviour.
Planning Committee chair Sue Wells says the Council is committed to reducing the harm caused by alcohol.
“Banning drinking in certain areas of the city will not solve all problems associated with alcohol. It is one of the tools available to help minimise the harm associated with drinking and sits alongside other measures such as the draft Local Alcohol Policy (LAP), on which the Council is seeking public feedback.”

Consultation on the draft LAP opens on Friday 31 May 2013 and will close at 5pm on Monday 1 July 2013. Submissions can be made through the Council website www.ccc.govt.nz/HaveYourSay or in writing to the Council, from the consultation opening date.
