Council seeks public comment on Proposed Plan Change 56

From tomorrow (Saturday 11 May) the public will be invited to comment on a proposed Christchurch City Council plan change that sets out to improve the look and feel of suburban centres in the city.

Plan Change 56 Business 1, 2 and 2P Zones Urban Design and Amenity in Suburban Centres was approved by the Council on 24 April to be publicly notified under the provisions of the Resource Management Act.

Its purpose is to stimulate good design in the rebuild of neighbourhood and district shopping centres and it will help ensure appealing developments that integrate with public spaces and enhance the immediate surroundings, are accessible and safe. It addresses issues such as the layout, look, feel and function of buildings and spaces.

The proposed plan change is available to view from Saturday 11 May 2013 in any of the Council’s libraries and service centres. It is also available online at www.ccc.govt.nz/haveyoursay

The final date for written submissions on the proposed plan change is 5pm on Monday 24 June 2013.
City Planning Unit Manager Brigitte de Ronde says the proposed plan change was developed after extensive consultation before and after the earthquakes. Feedback received over the next six weeks will help ensure the plan change best reflects the community’s aspirations for the future of suburban centres city-wide.

Planning Committee chairwoman Sue Wells says, “The plan change is intended to play an integral role in setting standards as earthquake-damaged centres are rebuilt so it is important that those who will use them ¬ businesses and the local community have a say in how they are shaped.

“Additionally, Plan Change 56 aligns with the Suburban Centres Master Plans which require better urban design outcomes and will ensure that developments add value and amenity to the neighbourhoods in which they are located.”
The proposed change does not apply to the Banks Peninsula District Plan and the provisions for business centres within the Banks Peninsula area are unchanged. The Central City Business Zones are not included as they are covered by the Christchurch Central Recovery Plan.
Work undertaken developing Plan Change 56 will be incorporated into the upcoming review of the Christchurch City Plan and the Banks Peninsula District Plan, the timetable and guidelines for which were approved by the Council on 24 April. The initial focus of the review will be on earthquake recovery matters.
