New residential opportunities in Selwyn District

New zoning in Rolleston and Lincoln approved this week by the Selwyn District Council means a potential 8800 residential sections will be available over the next 20 - 30 years in Rolleston and Lincoln.

In total 822 hectares of land has been rezoned for residential and business purposes as part of Plan Change 7, an amendment to the Selwyn District Plan.

Strategic Policy Planner Cameron Wood says the community has had extensive input into the Plan Change 7 rezoning and associated strategies and guidelines.

“We needed to make more land available for urban growth in these townships and we needed a plan to make sure this work was done in an integrated manner, taking into account best practice in town planning,” Mr Wood says.

“In the past our development in the Selwyn District has sometimes been piecemeal and this has raised some concerns with the community. PC7 moves from market-led development to community-led development and provides for new opportunities in our townships, for example, providing a range of housing types to meet the needs of our communities.”

PC7 implements the Lincoln and Rolleston Structure Plans which outlines the vision for Rolleston and Lincoln and how that vision should be implemented. It also implements the Subdivision and Medium Density Design Guides to ensure attractive subdivisions which make the best use of their surroundings.

Mayor Kelvin Coe noted the independent commissioners’ report received recently which recommended that Council approve Plan Change 7 with minor amendments.

“This was a significant decision for the Council and aligns with the work we’ve been doing with our partners on the Urban Development Strategy. PC7 rezones sufficient land for urban development in the Selwyn District for the next 20 - 30 years,” Mayor Coe says.

“We’ve worked hard over the past two years to get to this point so additional land might be available for development. This has become more pressing due to Selwyn’s continuing growth and in light of the needs of those displaced because of the earthquakes,” Mayor Coe says.
