Widespread debate crucial for successful environmental management

“New Zealanders must be allowed adequate time for widespread and well-informed debate on proposals to set up an environmental protection agency (EPA),” says Local Government New Zealand ’s regional affairs spokesperson Stephen Cairns.

The agency forms part of a raft of proposals put forward by the government as part of its plans to simplify and streamline the Resource Management Act (RMA). Details of its structure and functions are yet to be considered as part of the second phase of RMA amendments.

However, a report by the Environmental Defence Society is calling on the government to arm the agency with widespread decision-making powers that could have a profound and costly impact on the way New Zealand’s environment is managed.

Says Stephen: “New Zealand’s environment, by any relevant comparison, is well managed and our biophysical resources incomparably good – thanks largely to the extensive local knowledge and expertise of regional councils.

“Though change may have superficial appeal we see major risks with the idea of an expanded EPA, as put forward by this group.

“Given the size and significance of the proposal it is crucial that New Zealanders are given time to consider the implications of developing such an agency beyond what is currently being legislated for.

“A discussion paper, setting out the costs and benefits of all reform options, should be made available, together with adequate time for public submissions on the topic.”

Local Government New Zealand is considering the implications and feasibility of a range of options for environmental management that may help inform future legislation.
