New CE accepts appointment
Kapiti Coast District Council’s new Chief Executive will be Leigh Halstead, currently Chief Executive of Rangitikei
District Council, the Mayor of Kapiti Coast District, Alan Milne, announced today.
“Three years ago Leigh joined the Rangitikei District Council as its Chief Executive with the immediate baptism of the
disastrous floods across the southern North Island.
“Before that he was Manager Strategic Projects for Quotable Value and he has more than 20 years of professional
experience in valuation,” Mr Milne said.
In making this appointment Mayor Milne said the Council was not seeking a change of direction and was very conscious
that the Council has a committed and loyal staff and management.
“Each of us is the keeper of our part of this culture and it is vital that we continue to strive together as Leigh gets
to know us all, and learns of our District's traditions, hopes and aspirations,” Mr Milne told Kapiti Coast District
Council’s staff.
Mr Halstead’s role at Rangitikei District Council is very focused on making a positive difference in the local
government sector. At Kapiti Coast District Council he says he will continue to concentrate on the development of a
strong service culture for frontline staff and an achievement culture for senior staff.
“The Kapiti Coast is a dynamic region with strong growth pressures. I see huge opportunities for the Kapiti Coast
District. The challenge will be to release this abundance of potential so the Kapiti Coast can lead the nation across
all four of the well-beings – social, cultural, environmental and economic.”
Mr Halstead spent a significant portion of his early working life as a valuer working in the Kapiti Coast area.
He will take up his new role with Kapiti Coast District Council on March 19, 2007.
