The Mayor of Auckland, John Banks, said he was shocked at the sudden death of Mr Warren.
“Phil was a very generous spirited fellow who lived life – larger than life,” said Mr Banks.
“He was someone who always made a difference – a big difference. Auckland has lost a special New Zealander.”
Mr Warren was elected to the Auckland City Council in 1980 and served two terms until 1989. He became deputy mayor on the death of Harold Goodman in August 1988.
