I congratulate the people and all candidates in Colombia on holding free, fair, and secure elections. I also want to personally congratulate President Uribe on his victory, and wish him even greater success during his second term. Our relationship with the Government and people of Colombia is a particularly close one. It is based on mutual agreement that open societies and free markets are the best ways to meet the needs and expectations of our people, and protect their fundamental rights and liberties. We remain committed to continue to work with the Colombian people on their efforts to build a secure, stable democracy.
