QUESTION: First of all, what's your reaction to arrests in Spain in the al-Qaida, what's your reaction to arrests in
Spain, and either al-Qaida or ETA claims to be the bombing?
SECRETARY POWELL : Well, I've followed closely what's been happening in Spain. We still don't know who is responsible
for this terrible tragedy.
Our hearts go out to the Spanish people, again, and we rededicate ourselves to fighting terrorism wherever it occurs --
in Spain, in Saudi Arabia, in Indonesia -- no matter where in the world. And I hope everybody now understands that
terrorism is a threat to all civilized nations. We all have to work together.
I'm confident that the Spanish authorities will determine who is responsible for this. They have a great deal of
experience in such matters and I don't know whether it was ETA, Al-Qaida or some other organization, but I'm sure the
Spaniards will get to the bottom of it.
