NZ Government must condemn US plan to use illegal chemical weapons

According to a news story in The Independent ( http://news.independent.co.uk/world/americas/story.jsp?story=383006), the United States is planning on using CS, Tear and other "nonlethal" gases against Iraq. Military use of these gases is explicitly banned by the Chemical Weapons Convention.
New Zealand has always pursued a foreign policy of support for multilateral institutions, nonproliferation and disarmament. We have always felt that chemical, nuclear and other WMDs make the world a more dangerous place, and their manufacture and use should be discouraged at every opportunity. In keeping with these long-held goals, the New Zealand Government should condemn the United States' threat to use chemical weapons.
