VISITING FOREIGN POLICY EXPERT TO DISCUSS AMERICA'S ROLE SINCE SEPTEMBER 11
Owen Harries, distinguished foreign policy analyst and scholar, will discuss US foreign policy in the wake of September 11 at an address to be delivered in Wellington on 18 June. His speech will focus on the need for restraint in America's use of power to prevent mounting international anti-American hostility.
Mr Harries is currently senior fellow at the Centre for Independent Studies (CIS), Australia's leading independent public policy research institute. Prior to his appointment at CIS in September 2001, he spent 16 years as editor-in-chief of the influential US foreign policy journal, The National Interest.
Prior to this, he was head of policy planning for Australia's Department of Foreign Affairs, and senior advisor to Australian Prime Minister Malcolm Fraser. During this period he directed and authored The Harries Report, a study of Australia's relations with the third world.
Owen Harries was Australian ambassador to UNESCO in 1982, and was Visiting Fellow at the US think tank, the Heritage Foundation, where he substantially influenced the framing of US and British policy for UNESCO.
His academic career has included several positions at the University of Sydney and the University of New South Wales. He has published over 250 articles in foreign policy and political journals, specializing in aspects of foreign policy, economic development and global markets.
