Supreme Commander Hizb ul Mujahideen's Statement
Unilateral Cease-fire declared by the most effective resistance movement Hizbul – Mujahideen in the interest of
International peace in general and peace in South Asia in particular is due to terminate at 1700 hrs . on 8th of August
2000 . As the matter is of Supreme interest for every well wisher of peace , I have thought it expedient to approach you
to act in the interest of global peace by resolving 53 years old Kashmir conflict by a meaningful i.e. tripartite
dialogue . It would not be out of place to mention that India has failed to respond categorically to our offer of peace
and has dallied – dallied and thus failing to give peace a chance .
Let the world community decide by itself that who is laying impediments. Intransigence is not an answer to a respectful
urge for ending the strife . We have combated with the Indian forces for the last eleven years . We are still in a
position to continue our targeted combat missions and stun India . But we kept our gun silent temporarily on 24th of
July for a proper response Indian Prime Ministers statement at Pahalgam on 3rd August 2000 that the dialogue with
Hizbul-Mujahideen will be within the parameters of Insaniyat ( Humaneness ) and not constitution had produced a flicker
of hope that India showed willingness towards our demand of unconditional negotiations and we had appreciated it . But
back in Delhi Mr. Vajpayee has made a U-turn by interpreting his offer as within the framework of Indian constitution .
I quote the Indian Express dated 7th of August 2000 "Vajpayee told reporters here there was no need for anyone else to
come in the talks between the Centre and the Hizbul. He was specially asked about HM Chief Syed Salahuddin's statement
in Islamabad asking India to get into tripartite talks to resolve the Kashmir issue. Vajpayee, who had on a visit to
Pahalgam earlier this week made it clear that Government would continue the peace process in Jammu and Kashmir. He ruled
out talks with Pakistan"
They intend to tie the affair in a bilateral dialogue which is not an acceptable preposition . Kashmir tangle can be
solved only by a just , negotiating process involving all the three parties Kashmiri’s , India and Pakistan . Had India
accepted a tripartite dialogue the other organisations involved in the armed struggle could be convinced for a
comprehensive peace. We hope you would use the diplomatic influence of your government to persuade India to accept the
rationale behind our unilateral cease-fire .i.e. peaceful , acceptable, permanent settlement of Jammu & Kashmir dispute through a tripartite dialogue .
By now it should be crystal clear that India has demonstrated its traditional intransigence and our sincerity is
unquestionable .
