(SBU) Fern Horine, Deputy Head of the Drugs and
International Crime Division at the FCO, told Poloff in
response to reftel demarche that the UK had not focused much
attention on the proposed reclassification of phenylacetic
acid from Table II to Table I of the 1988 UN Convention. She
noted that it would impact UK licensing procedures, including
mandating a pre-export notification, which would add a step
to the phenylacetic acid export application process. She
said the UK "does not envisage having strong objections" to
the reclassification, but that these were only her initial
reactions and other concerns could arise as they consider the
issue further.
