1. Per reftel, the Embassy conducted a check into the bona
fides of Aviation Trading Co. (a.k.a. Hayward and Green
Aviation Ltd., Transworld Aviation Trading Ltd.) On Jan 26,
the Criminal Intelligence Group of HMRC (Her Majesty's
Revenue and Customs) confirmed that neither the company nor
its directors; David Green, Jeremy Green or Janis Green; are
adversely known in the United Kingdom.
2. The Defense Attache's Office (DAO) at the U.S. Embassy in
London checked with Royal Air Force (RAF) contacts on the
bona fides of Aviation Trading Co. After conducting a
"simple check", RAF stated, "The company in question is not
one of our top 30 suppliers.... There is little reason to
suggest the companies would not be reputable." Although RAF
did not find any "obvious red cards," they said, "we cannot
endorse (the company) as we simply don't use them."
According to reftel, the end-user of the purchase in question
is RAF.
3. Jeremy Green, Sales Director for Aviation Trading Co.,
told the Embassy the purchase order for this particular
shipment is from Boeing, which has a contract with RAF to
support Chinook helicopters. Green explained that Boeing has
a facility at Fleetlands, near Gosport, where they provide
maintenance, repair and overhaul support for RAF Chinook
helicopters.
4. In response to the questions posed in reftel, Green
provided the Embassy with a copy of the purchase order from
Boeing (EconOff forwarded a copy of the purchase order to
PM/DTCC via unclassified email on February 12). He said
Aviation Trading Co. has no intent to re-export or retransfer
any of these items to any user other than Boeing. Green said
his company ensures that USML items are not sold to a
different end-user by only buying these items for a specific
order. He explicitly said that they do not stockpile USML
items. Green also said that he understands the restrictions
on USML items, including the prohibition against unauthorized
re-transfer and re-export.
5. Green offered to receive EconOff at Aviation Trading
Co.'s facilities in Sussex, England. EconOff is willing to
make a site visit if the Department believes it would be
helpful.
