CONTROL SYSTEM ASSESSMENT IN JANUARY 2010
1. This is an action request. Embassy Nicosia please see
Paras 3-10 below.
2. SUMMARY: Under the auspices of the State
Department-coordinated Export Control and Related Border
Security (EXBS) Program, Department has awarded Task Order
121 to contractor team including the Center for International
Trade and Security at The University of Georgia (CITS/UGA) to
evaluate strategic trade control development in selected EXBS
program countries. In support of this work, CITS/UGA
proposes to travel to Nicosia January 18-23, 2010 to meet
with Cyprus governmental entities regarding Cyprus,
strategic trade control system. This trip is designed for
CITS/UGA staff to collect data for an evaluation of Cyprus,
strategic trade control system. CITS/UGA will research and
evaluate the system,s legal and regulatory authorities,
agencies, procedures, equipment, training, implementation,
and other relevant practices. CITS/UGA is a non-profit,
non-governmental organization devoted to research, teaching,
and outreach on international trade and security issues, with
over twenty years experience on nonp
roliferation, strategic trade control, and border security
issues. END SUMMARY
3. Action Request for Post: Department request Embassy
Nicosia provide country clearance for the contract members
identified in para 9. (Note: Team members will arrange their
own arrival and departure transportation.)
4. Action Request for Post: Department request Post assist
CITS/UGA in arranging for visits to key customs ports of
entry/departure, a major customs inland clearance station,
the country,s major international airport, and the
country,s major seaport. CITS/UGA requests assistance in
contacting customs and border police/guard posts regarding
meetings, as well as assistance in arranging for
transportation to the designated facilities. The purpose of
these visits is to view customs and border control facilities
and export/import clearance procedures. CITS/UGA requests
the accompaniment of an official responsible for trade
control/border security issues on these visits.
5. Action Request for Post: The Department requests Post
provide an in-briefing upon arrival to CITS/UGA staff to
provide the principals with necessary background, logistical,
and other information as needed.
6. Action Request for Post: The Department requests Post
provide an interpreter for CITS/UGA staff, if needed, during
scheduled meetings and interviews. A fund cite to cover
interpretation will be provided, if needed.
7. Action Request for Post: The Department request Post
provide CITS/UGA staff with English translations of strategic
trade control laws and regulations, including relevant
customs and border security laws and regulations, when
available.
8. Action request for Post: Department requests Post arrange
hotel reservations for CITS/UGA team in Nicosia. (Note:
CITS/UGA team will pay for all lodging expenses.)
