SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S. - SPONSORED TRAINING: 5th ANNUAL SOVEREIGN CHALLENGE CONFERENCE
1. We request the Department's assistance in screening the
following individual who has been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign Assistance Act.
2. The following individual will attend the 5th Annual Sovereign
Challenge Conference in Key West, Florida, from March 8 - 11, 2010.
The name is listed with the surname first, followed by rank and
DOB:

3. As the U.S. Embassy Managua Leahy vetting coordinating office,
we certify that Post has completed its own local vetting and found
no credible evidence of gross violations of human rights.
4. In order to prepare for the participants' travel, we appreciate
the Department's response by February 10th, 2010.
