1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on license 050203517 for the export of
International Traffic in Arms (ITAR)-controlled L100 aircraft
spare parts to Singapore. Post is requested to complete this
Blue Lantern inquiry within 30 days. Lack of response to a
Blue Lantern inquiry will affect pending and future licenses
involving parties to this license.
3. Reason for request: Foreign consignee, Singapore Precision
Repair and Overhaul (S-PRO) is an entity of concern due to a
previous unfavorable Blue Lantern check (see refs B, C, and
D); related licenses to this transaction indicate that an
additional foreign consignee not named in the license may be
involved. The Department has received numerous license
requests for aircraft parts and components for use by
Singapore entity ST Aerospace for the repair of the subject
end-user's (Lynden Air Cargo) L100 aircraft. The referenced
2007 Blue Lantern check of S-PRO indicated that it may be
affiliated with ST Aerospace, however this information has
not been verified.
4. ACTION: The Department requests that Post make inquiries
to establish the bona fides of S-PRO in the transaction.
The following questions are provided for guidance:
--Can S-PRO provide documentation that verifies the end-use
of the aircraft parts, such as a contract or purchase order?
--What parts/components of the L100 aircraft will be repaired
using the items received under this license?
--From whom were the Lynden L100 parts/components in need of
repair received? Do you know the export license number under
which those parts/components were exported to Singapore?
--Are any other companies involved in the repair of Lynden's
L100 aircraft? Will any other companies handle USML hardware
received under this license?
--Is S-PRO affiliated ST Aerospace, a known maintenance
facility utilized by Lynden Air Cargo?
