1. This is an Action Request. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 050095697 for the export of
International Traffic in Arms (ITAR)-controlled high powered
amplifiers (HPA) and traveling wave tubes (TWT) to
Kazakhstan. Post is requested to complete this Blue Lantern
inquiry within 45 days. Lack of response to a Blue Lantern
inquiry will affect pending and future licenses involving
parties to this license.
3. Reason for request: Sensitivity of the commodity; multiple
consignees, both outside of Kazakhstan, no documentation from
foreign end user Ministry of Defence of the Republic of
Kazakhstan.
4. ACTION: The Department requests that Post confirm that MOD
Kazakhstan received the HPAs and TWTs listed below (as
integrated into the CIDACA-R ESM/ECM system) and that the
articles are being used for the purpose stated on the
license.

PURPOSE:
The ETM transmitters will be integrated into the CIDACA-R
ESM/ECM system to be used as a land-based radar
countermeasures application on a Kazakhstan Army vehicle.
They will be used to produce a wide bandwidth of radar
jamming capabilities on a vehicle platform to protect mission
personnel, equipment, and locations from electronic
surveillance.
Alava Ingenieros will integrate the transmitters with an
antenna system and conduct initial RF (radio frequency)
testing prior to shipping the transmitters and antenna to
Indra Sistemas. Indra will conduct final system integration
with other system electronics into a mechanical structure
within a radome and ship the final system (the CIDACA-R
ESM/ECM) to the MOD Kazakhstan.

Scott, dated 3 December 2007.
--Supplementary Explanation of Transaction, submitted by ETM,
signed by Michelle Childs, dated 21 February 2008.
--End-User Certificate, submitted by Alava Ingenieros, signed
by Maxi Herrera and Gonzalo Pesquero, dated 4 December 2007.
--ETM price quotation submitted to Alava Ingenieros, dated 18
October 2007.
--Technical data regarding the commodity.
--Department of State License for Permanent Export of
Unclassified Defense Articles and Related Unclassified
Technical Data, signed 25 March 2008, approved 22 May 2008.
