1. (SBU) Poloff delivered reftel points to the Office of Human
Rights at the Ministry of Foreign Affairs on December 4, and
followed up by telephone with office Deputy Director Gerardo Ateaga
on December 9. (Ateaga had just returned to the office after more
than two weeks away.)
2. (SBU) Ateaga welcomed the USG appreciation for Chile's no vote.
He said that the defamation of religions issue was one that many
GRULAC countries did not focus on, and was difficult to understand.
He noted that it would likely be easier to secure abstentions than
no votes from GRULAC countries.
